Does a graphics pack give an advantage in PvP?

A pack changes lighting and mood, not gameplay. It does not make players visible through walls. The gain mostly comes from more stable FPS.

Are PvP packs allowed on FiveM servers?

They are client-side changes, but every server sets its own rules. Some enable FiveM pure mode, which blocks modified files: check the rules before installing.

Can I add a weapon sound pack to a PvP pack?

Yes. A graphics pack changes lighting, a sound pack changes gunshot sounds: both install separately and work together without conflict.
